FOIA officer delegation and duties

Under 2201.3(a), the Chairman delegates authority to the Chief FOIA Officer to act upon all requests for agency records. See 2201.3(a).

Under 2201.3(a)(1), the Chief FOIA Officer has agency-wide responsibility for efficient and appropriate compliance with the FOIA section. See 2201.3(a)(1).

Under 2201.3(a)(2), the Chief FOIA Officer must monitor implementation of the FOIA throughout the agency and keep the Chairman and the Attorney General appropriately informed about the agency's performance. See 2201.3(a)(2).

Under 2201.3(a)(3), the Chief FOIA Officer recommends adjustments to agency practices, policies, personnel, and funding as necessary to the Chairman to improve FOIA implementation. See 2201.3(a)(3).

Under 2201.3(a)(4), the Chief FOIA Officer must review and report to the Attorney General, through the Chairman, on the agency's FOIA performance in the times and formats the Attorney General directs. See 2201.3(a)(4).

Under 2201.3(a)(5), the Chief FOIA Officer must include concise descriptions of the FOIA exemptions in the agency's FOIA Reference Guide and annual report and provide overviews of general categories of records to which those exemptions apply when appropriate. See 2201.3(a)(5).

Under 2201.3(b), the Chief FOIA Officer must designate FOIA Disclosure Officer(s) who are responsible for processing FOIA requests. See 2201.3(b).

Under 2201.3(c), the Chief FOIA Officer designates FOIA Public Liaison(s) who serve as officials to whom a requester can raise concerns after an initial response and who assist in reducing delays, increasing transparency, and resolving disputes. See 2201.3(c).

Under 2201.3(d), the FOIA Requester Service Center is an office staffed by FOIA Disclosure Officer(s) and FOIA Public Liaison(s) that provides request status information; its address is 1120 20th Street NW., 9th Floor, Washington, DC 20036-3457. See 2201.3(d).

Under 2201.3(d)(1), the FOIA Requester Service Center must provide the requester the date on which the agency originally received the request when asked using the assigned tracking number. See 2201.3(d)(1).

Under 2201.3(d)(2), the FOIA Requester Service Center must provide an estimated date on which the agency will complete action on the request when asked using the assigned tracking number. See 2201.3(d)(2).

Under 2201.6(h), the agency assigns a tracking number that the FOIA Requester Service Center uses to provide status information to the requester, including receipt date and estimated completion date. See 2201.6(h) and 2201.3(d).

Under 2201.3, the Chief FOIA Officer must designate both FOIA Disclosure Officer(s) to process requests and FOIA Public Liaison(s) to handle requester concerns and help resolve disputes. See 2201.3(b) and 2201.3(c).

Under 2201.3(a), the Chief FOIA Officer should include concise descriptions of the FOIA exemptions in the agency's FOIA Reference Guide and annual report and provide overviews of record categories to which exemptions apply to help public understanding. See 2201.3(a)(5).

Under 2201.3, the FOIA Requester Service Center must be able to provide at least the original date the agency received the request and an estimated completion date when a requester provides the assigned tracking number. See 2201.3(d)(1) and 2201.3(d)(2).
